time.py missing return statement

Hi,

In the timescale function (line 1070 in time.py) in the case where it cannot load the timescale data from the official source, but it can find it from the CHIME mirror, it doesn't return the loaded timescale.

The fix is that there should be return self._timescale in the line after 1089.
