Support ArgoCD for Bicep deployments

Overview of feature request

Radius should provide integration to use Bicep deployments with Argo CD. Argo is one the leading projects for CD with Kubernetes.

Users that are using Helm/Kubernetes YAML like: https://docs.radapp.io/tutorials/helm/ can just use Argo CD normally. For Bicep-based definitions there's no built-in support.

Acceptance criteria

• Users can use a Gitops pattern with Bicep definitions + Argo CD to deploy applications across multiple clusters.
• Users can use Radius environment definitions as well as other Radius features like dashboard to understand where their applications are getting deployed.
• Users can use the Argo CD tools to understand and visualize their applications, including Radius features like Recipes and the relationships to cloud-resources.
