[BUG] Django admin filter not working properly

Description

There are multiple issues across admin filters. I have explained each as an item number.

Selected filter values is not shown as "included"

Action Taken

Browse /admin/search_indexes/tanf_t1/, click on one of the STTs on the right side

What I expected to see

The selected STT has exclude indication

What I did see

No change happens

• URL of the page I was on: /admin/search_indexes/tanf_t1/
• Browser and version: Safari
• Operating System: MacOS X
• Is the issue repeatable?: yes
• Has the issue occurred more than once?: yes
• Looking at Inspection page for Safari, it appears that there is an issue with loading django.jquery from time to time, also jquery seems to cause duplicate pull for the .js files in the sources tab (see below)
