Do the proceedings need a style guide to resolve questions of writing style and formatting? If so, what should it be?

Sorry for taking so long to reply to this.

Chris and I discussed this briefly away from GH, without a clear resolution. The current latex style creates IEEE style citations from .bib files, but that is as much as I know.
