Lock Serializer to only work on valid datasets

If you try to serialize a dataset that's shown errors (or isn't yet validated?), you probably shouldn't be able to use Serializer, as that might lead to errors. One suggestion would for the DataSet class to have a bool property called IsValidForSerialization, or something similar, that you check for before trying to serialize.
