Table of Contents and Heading Ids

As of WordPress 5.9, headings are auto-assigned an id.

We may not need to do that any more in the front-end script for the table of contents.

Or we might still need to ensure the id is there because not all content will be recently edited.

I think we could mark the auto id generation as deprecated, and remove it in a future version.

This was made opt-in at some point after WP 5.9
WordPress/gutenberg#38780

We should consider opting in if this block is enabled.
