Add a Tutorial Chapter to the SRW App Documentation

Description

Many UFS-related repositories have tutorials and/or python notebooks available to walk users through different application/model/component configurations (see, e.g., https://github.com/NOAA-GFDL/MOM6-examples/wiki). At the UIFCW this summer, I spoke to someone who was interested in the addition of something similar for the UFS WM. (He mentioned that these tutorials were something he liked about WRF. Unfortunately, I don't remember his name.) @mkavulich has mentioned the need/desire for more thorough tutorials on the SRW App. And AUS has been working on VX sample cases that could complement/extend tutorials.

Solution

Add a Tutorial Chapter to the SRW App documentation that walks users through sample case(s).

Note: I am working on an initial tutorial case that elaborates on the out-of-the-box 2019061518 case.
