[Task] 移除 semver 引入的 lru-cache 间接依赖 #2806

semver 间接依赖了 lru-cache，而 lru-cache 只有 es6 版本，是一个不稳定因素，可能导致用户必须要要编译 qiankun 才能支持 IE 等不支持 es6 的环境。

不过 3.0 是否还需要兼容 IE 是一个值得讨论的问题。
