Nominations

Nominations are gathered similarly to bills and amendments. Nomination IDs are of the form PNXXX-YYY, where XXX is the number, and YYY is the congress.

Examples:

./run nominations --limit=10 --congress=113
./run nominations --nomination_id=PN173-113
