Design doc for multiple cluster support

Describe the problem/challenge you have
Velero should be able to handle multiple clusters with a single Velero install. Scheduling and backup management should be centralized. Restore/cloning of clusters should be easy via the Velero API in conjunction with CAPI. It should be possible to backup all clusters managed by a Cluster API Management cluster similar to the way we can back up all namespaces within a single cluster. (#3534)
