I'd like to add #162, a proposal to make it possible to disable individual static rules in Declarative Net Request.

We had an initial discussion about this issue on the 2022-03-31 meeting.

Topic about openPopup() issue status

For additional context on openPopup(), there is a bug on the developer.chrome.com repo stating that this method does not appear to work in Chrome 100 despite documentation indicating otherwise (GoogleChrome/developer.chrome.com#2602).
