Report() always converts units to base units

When using report() units for reported metrics will be converted to base units. For example, specific energy consumption in kWh/m3 would be displayed in Pa with the corresponding conversion factor applied.

The first step is to provide the option to skip this conversion to base units by modifying the relevant code in IDAES. From there, other issues may arise, so this needs to be probed.
