Change tpl folder name to templates in packages and packages-dev #1567

The tpl folder should be renamed by templates and this affects several points. The change should be coordinated for a new minor, avoiding problems with patches.

Changes:

  • Wazuh packages repository: including Wazuh installation assistant, etc.
  • Wazuh jenkins repository: modifying the pipelines that use the old path.
  • Wazuh documentation: modifying affected URLs.
