VPN does not work in the zone London

Tried in three zones (London), eu-west-2a, -2b, -2c . Does not work in any of them. I tried your old and new versions *.yaml . VPN does not work, although it worked several months ago (in London).
To verify did the same thing in California, it works.

Did you use the cloudformation template or execute it manually? Was the cloudformation template working?

I tried to launch your different templates in different ways, but in the London area they do not work (although in some other zones work). The problem seems to be that amazon for the free tier account does not give an instance in the London area, although no such restriction is specified anywhere.
