We've been discussing cleaning up the existing TOMBSTONE tablet state (TBD link), but we might need to resurrect something like that, for PITR, as currently, a DROP TABLE will delete tablet data, which is undesirable, if we want to be able to restore to this data, in cluster.

It might make sense though, to still deprecate TOMBSTONE in it's current form, and introduce a net new state, to keep things clean.

We ended up going with a new piece of info in the PBs on both master and TS, instead of overloading further the running vs deleted state.

Done as part of 9fd73c7
