Migrate test CI from Travis to Github Actions

What are we doing?

The test CI needs to be migrated to github actions. There are several other repos that have already been done in the organization that can be looked to as a model.

Why are we doing it?

The test CI is setup to use Travis, but this isn't actually functional anymore since the shutdown of travis-ci.org.

Additional Context

I noticed travis is setup with node 8, so this should be updated to latest node LTS as well.
