Full STAC Generation

Description

This PR includes all STACS and scripts to generate these STACS for the PAINT data. Importantly:

• We include a tower-measurements JSON and STAC that includes the coordinates of each considered target and the receiver.
• We fixed the calibration STAC to include the appropriate coordinates based on the center point of the target. This fixes Issue Include Altitude Coordinates for Calibration Images #13.
• The Heliostat Catalog STAC now only includes the information that is actually present, thus solving Issue Include Proper Information in the Heliostat Catalog STAC #12.
• Complete URL links based on the website https://paint-database.org are now included, solving Issue Include Proper URL Links #15.

Additional changes include:

• A script exists to automatically restructure the data on the LSDF.
• PRs in PAINT will now generate a code-coverage report automatically.
