[Modules] New Module: Network/ExpressRouteGateway for Virtual Hub Connectivity

Description

Added Network/ExpressRouteGateway module.
This module contains functionality to be able to add an ExpressRoute gateway to an Azure Virtual Hub.
As described in #2458.
