Description of the problem

Azure IoT C SDK does not directly support MBED OS or TizenRT board anymore, so any stale code and documentation must be removed. No tests for this platform have been run in a long time.

Description of the solution

This PR removes any references to the TizenRT board in the azure-iot-sdk-c code and documentation.
