dev requirements is not installed when running api stub gen and installer expects all package to be available in PyPI. This doesn't work well if a required azure sdk package version is not yet released. for e.g.g azure-mgmt-core needs azure-core 1.7.0 and it's not yet released. Solution here is to install dev requirements when running apistubgen job using tox.
