This change allows the configuration of the password length with entries in JSONConfiguration.

This change allows the configuration of the password length with entries in JSONConfiguration.
The password length should be 20 for OCPP 1.6 and 40 for OCPP 2.0. The length of the password should be configurable for cases with longer passwords.
