   3.Make it to the personal information step
   4.Click on Can't find your address? Enter it manually

Link functional and Fields to enter the address manually should show up

@roryabraham any ideas off the top of your head? Looks like it could be an issue coming from the big refactor in #6234. Still trying to reproduce the issue but having some trouble with getting to that step on dev for now.
