I have spent multiple hours trying to debug these appengine failures and would love someone from @GoogleCloudPlatform/aap-dpes who may have more domain knowledge here than I do to please take a look.

When I ran the tests locally, I got a different failure relating to python/cpython#77139 so I truncated the uuid that's part of the version fixture to be ten characters, and that made it consistently pass. When I committed that code, I still saw failures on kokoro, so I think it was unrelated.

Ran the tests on my own project as well (focusing on appengine/standard_python3/bundled-services/mail/flask/main_test.py) and after learning all about how mail works in app engine with appengine-python-standard, I couldn't reproduce.

But looking at the last few runs, it's not consistent if either wsgi or flask tests fail (eg this vs this). I don't have access to confirm, but I'm reading this as a log delay where the 60s timeout isn't enough.
