This PR includes a number of changes:

  • I've migrated gradle to use a version catalog to centrally manage dependencies (see here).
  • Updated various dependencies to newer versions and retested to confirm everything still works
  • After upgrading Spotless, some code has been auto-"fixed"
  • Updated a number of GitHub Action scripts
