#990 added functionality to automatically migrate passwords from legacy systems in which passwords were hashed with md5. Given that the latest versions of CDash do not support direct migration from CDash 2.x, this functionality is no longer necessary, and adds unnecessary complexity to upcoming authentication-related changes.
