Twemoji don't have the flag but i find a pull request twitter/twemoji#233 with a llot of subdivision flags.
Others like openmoji added subdivision-flag.

I use https://github.com/Laravel-Backpack/translation-manager and I found that language-ca and language-es they were the same and cannot be distinguished catalan from spanish.
