We still use both APC and APCU functions (e.g.
apc_fetchandapcu_fetch) in Cache.php.But APC has been discontinued and PHP7 only provides APCU, so the APC support is no longer necessary and should be removed. We could still keep Cache.php as a wrapper for APCU, just in case we decide to add support for another caching mechanism (e.g. memcached) later.
