What does this pull request do?

It removes the old ISSUE_TEMPLATE.md file because it was meddling with the creation of issues in the GitHub CLI (gh) and probably the browser was affected by this.

By creating an issue in the GitHub CLI and selecting the proper template.

HEY that's probably a good idea! This may actually fix the GitHub submission problem that I can't seem to reproduce!

That said, the new system is kinda bloated. @Songtech-0912 and I designed this form to lead to improved collection of info from issues and appropriate PRs but I'd be interested if you and @devernay think it's actually helpful. IDK if we'll want to revert to the old system but I'm happy to make updates if you have any suggestions.

No reverts because we loose templating for feature requests. Although it's even more verbose I don't see the current configuration as bloated, in fact I deem it as more useful and it can be polished in the future.

I only mention reverting because I believe it's technically still a beta feature.

In terms of bloat, I wish there was a feature to set certain check boxes and fields to not actually appear in the issue. There's some stuff that we just want users to click so that they acknowledge it (ideally) that we don't actually need to make its way into the issue... Minor gripe though.
