Describe the bug

Collection instructions when editing a collection doesn't fill all the space and can't be resized

To Reproduce

  1. Go to edit collection
  2. Go to Instructions

Expected behavior

Allow as much space as possible

Re-done the markup so it isn't just a CSS workaround. Textarea now fills the available space and correctly scrolls when text is overflowed.
