Add support to the Auth 4.3 and fix some SQLite and permissions issues

This PR

• adds support to the Auth 4.3.x
• updates the CI to test against the Auth 4.2.x
• addresses some concerns with the config directories permissions raised in Disable rights change for pdns config dir #57 and Update configure.yml to avoid errors at service startup #65
• installs SQLite3 as reported in automatic sqlite3 database creation should install sqlite3 #64
• updates the CI to test against Ansible 2.7, 2.8. and 2.9
• incorporates the feedback from init file for mysql-backend not found on centos 7 #58
