[Enhancement]: Allow linking your 3DS friend code to your PNID to access development servers

What enhancement would you like to see?

Users should be able to link their 12 digit 3DS friend code in the account page on the website. This would allow 3DS users to access development servers more easily, since from my understanding from posts on the forum, you need to currently send your 3DS FC to a channel on the Discord space to gain access to 3DS development servers.

Any other details to share? (OPTIONAL)

Not entirely sure whether this is the right repository for this, but hopefully it is.

This is already covered by these 2 issues on the account server:

• [Enhancement]: Link all environment checks to PNIDs, regardless of system type account#100
• [Enhancement]: Enforce PNID links and only allow each PNID to be tied to one of each console (like on NN) account#101

The first one moves all server environment checks to the PNID, rather than game server (NEX) account. The 2nd one enforces that a PNID must be linked to a console to use it online, including the 3DS

Both of these changes combined would remove the need for manual whitelisting of friend codes, as users would be forced to link their beta PNIDs to the 3DS and then that PNID is what is used to see if they have access or not
