Table Block tracking issue

I’m opening this tracking issue to manage new and existing Table block PRs, bugs, and enhancements.

There's also this main issue where I propose several improvements and enhancements for this block (several of them come from the issues below) and link to a design file.

Right now, I think that the most important enhancement that would allow users to create a big variety of tables is multi-cell selection.

A feature that would make life much easier is the ability to drag rows into a different position. I suppose the same would go for dragging a column into a new position.

There are some feature requests in this issue, which I've closed as a duplicate to avoid have multiple tracking issues: #38248 (comment)

The ideas mentioned were:

• Custom / draggable column width, independent for each column
• Merging and splitting of rows and columns
• Enabling Tab key for moving from one cell to another
• Bulleted / ordered list inside a table cell
• Image block inside a table cell

Some of these are already covered. I've added the idea about columns widths to the description.

While working on #55047 I realized that the padding from the Global styles is applied to the individual <td>s but at the block editor it is applied to the <figure> tag (even after using the new Selectors API), this seems to be an issue. @talldan should we create a separate ticket for this and add to the list here?
