Backport theme.json tests from Gutenberg

Merges the changes from Core and Gutenberg for the following tests:

1. WP_REST_Global_Styles_Controller_Test
2. Tests_Theme_wpThemeJsonResolver
3. Tests_Theme_wpThemeJsonSchema
4. Tests_Theme_wpThemeJson

Paired with WordPress/gutenberg#58476.
