Bump tough-cookie, jest and parcel

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependencies [tough-cookie](https://github.com/salesforce/tough-cookie), [jest](https://github.com/facebook/jest/tree/HEAD/packages/jest) and [parcel](https://github.com/parcel-bundler/parcel). These dependencies need to be updated together.
