Add dependency-file-generator as pre-commit hook

Similarly to these [cudf](rapidsai/cudf#12819) and [cuml](rapidsai/cuml#5246) PRs, this PR adds an entry to `.pre-commit-config.yaml` to run the [dependency-file-generator](https://github.com/rapidsai/dependency-file-generator).
