[Docker update] Update ci_cpu tag to the latest from tlcpackstaging

After the NPU driver update to 22.11, changes need
to be tested with latest docker build. This commit
updates the hash for ci_cpu from tlcpackstaging.

Hi @driazati, according to tvm-docs, it appears that once tvm-cpu/main was over, a new tlcpack/ci-cpu should have been available under tlcpack, but it still shows latest tag from a month old update. Have I missed something?

The images are uploaded to tlcpackstaging, nothing changes in tlcpack until the image tags in docker-images.ini are updated by a commit

@driazati This PR updated docker-images.ini. Post merge CI was green afterwards. Please have a look at post-merge-main-ci. But, the image was not pushed to tlcpack automatically. Is there any reason why it didn't happen?
