fix(certificatemanager): DnsValidatedCertificate does not normalize domains with uppercase letters

Passing a domainName with uppercase characters to DnsValidatedCertificate causes the deployment to fail because this is against the policy conditions.
This fix prevents the issue by automatically converting the domainName for the policy condition to lowercase characters.

Closes #26750.
