Implements #1364. Also applies rate_limits to the rendered quads on the Receiver and PID Tuning tabs. Defaults to +/-1998 deg/s for MSP APIs <1.42.
Requires a target running betaflight/betaflight#7968 & betaflight/betaflight#7986 to test.
Has been tested on quads running 3.5.7 (for backwards compatibility) and 4.0.0 plus above.
