Setting version to 0.4.0-RC2:

This version is a release candidate for `0.4.0`, which will be the base for bio4j 1.0. The only change is update to the bio4j/bio4j [`v0.12.0-RC3`](https://github.com/bio4j/bio4j/releases/tag/v0.12.0-RC3).
