Your wallet dummy text in the BR panel when Brave Rewards is turned OFF

Steps to Reproduce

1. Clen profile 0.69.114
2. Enable rewards
3. Turn OFF brave rewards
4. Open BR panel
5. Your wallet is dummy text in BR panel it's not redirecting to verify wallet modal (not sure whether it should be removed or make it behave as it behaves in settings page when brave rewards is OFF)

Actual result:

Expected result:

the text should be removed or should make it behave as it behaves in the brave rewards settings page - Not sure about expected behavior
