Update utility files to use CSS range syntax

• Updated utility files to use new CSS range syntax, based on conversation in u-hide utilities' breakpoints deviate from expected screen size values #5287 - this resolves an existing issue where gaps would exist between breakpoints for these utilities

  • hide utility
  • show utility
  • float utility
• Ensure correct styles are applied between each breakpoint - the best way to test this is to reduce the browser window to ~1035.5px and ensure styles are applied
