What problem does this address?

Integrates EIA 860 2023 final data.

What did you change?

Steps are tracked in #3684. Notable changes:

• drop two non-existent generators we were removing in the EIA early release data, which we ingested from the direct support columns in Add the FK relationship to the new EIA860 storage direct support plant/generators #3695
• update the documentation for the PUDL ID mapping and existing data updates process
• add a notebook @cmgosnell made to help with the ID mapping process to devtools
