Our stemcell updates take a long time, possibly because all of the compliance jobs we run, so bump the delay interval timeout to 15 minutes. Depends on cloudfoundry-community/logsearch-boshrelease#39; not ready for merge yet.

Upstream merged our patch, so I'm taking off the WIP. WDYT @LinuxBozo? I might want to bump the allocation delay to 30m during restarts, just in case a stemcell update takes longer than usual.
