Adding CAT23001 commands to CVMFS CI

As it says in the title, now adding commands from CAT23001

For significance calculation, have reduced N toys to 1000 for speed (mostly this is just to just the method works)

Thanks Nick! This is great to add.

As a next step, we should add something which checks the actual output values of some of these commands and compares them to the expected values. But this is a nice step in that direction.
