What does this PR do?

Add Windows based E2E test workflow that runs on nightly base and on demand

How to test this PR?

On local fork only.

That is a good point. It was a poc that worked and seems quite stable now. I would like to choose better organization than my user's space. Also enhancing the release process. So this gonna be next step.
