Add runtime flavor to test run name for libraries outerloop runs #12715

I noticed in: #2198 that the outerloop runs since they send to helix via build-job.yml and not test-run-job.yml the test runs doesn't include the runtime flavor and configuration and since people are used to the PR and CI results having it, it seems to confuse people.

I also noticed that when I migrated to platform-matrix from our old yml in corefx I accidentally duplicated x86 instead of having one x64 and x86. Fixing as part of this PR as well.
