R&Rs: Operator Access admin-credential

Validation needed

Situation:

• on INT the CX Operator can access the portal page /admin-credential
• on DEV the CX Operator can not access the portal page /admin-credential
• on DEV-RC the CX Operator can not access the portal page /admin-credential

Expectation:

• user can access the page

Waiting for eclipse-tractusx/portal-frontend#873 to get merged to revalidate the access afterwards

the role decision_ssicredential of the Cl24-CX-SSI-CredentialIssuer client was not assigned to the CX Admin composite role of the Portal client. It's fixed now.
On INT it was working, because the role was assigned directly to the operator user for some reason...
