chore: comment out the E2E #24109

What does this PR do?

It comments out the entire stage for running the E2E in the packaging job.

Why is it important?

We do not want to add noise while we discover the error with ARM images, as we have detected some inconsistences in how the E2E (and its underying runtime tool, docker-compose) is handling the pull of Docker images.
