[Unified Observability] Exploratory view: Hide legend filter options #115054

In the exploratory view legend, filter buttons appear next to the legend items for breakdowns. However, following #114868 they were hidden due to not being implemented properly.

We're currently showing the filter in/out options for breakdowns such as for Uptime monitors. The button options doesn't do anything, so we should hide these from all chart options.

Normally, these filters show up for breakdowns, not for all legend items. This can cause some confusion about which types of data the filters show for and which they do not show for. The filters are intended to be used to filter in or out breakdown items.

If we decide to implement these legend filters, we should consider the UX challenges with the filter items showing up for breakdowns but not for regular series data.
