Describe the bug:
Action button for bulk actions is not collapsed on clicking button again.

Preconditions:
Elastic 8.3.0-SNAPSHOT environment should be deployed.

Steps to Reproduce:

1. Navigate to the Fleet tab under Management..
2. Now, bulk select all the agents installed.
3. Then, click on the actions button and then again click again to collapse the button.
4. Observe that action button for bulk actions is not collapsed on clicking the button again.

Expected Result:
Action button for bulk actions should collapse on clicking the button again.

NOTE: While clicking multiple times on the actions button the dropdown gets stuck.

We have validated this issue on the latest 8.3.0-snapshot build and observed that the issue is fixed. Please find below the testing details:

• Action button for bulk actions is now collapsing on clicking button again.
